Sudanese Labor Integration in Egypt: Economic Contributions, Legal Pathways, and Policy Barriers

Since April 2023, more than 1.5 million Sudanese have arrived in Egypt fleeing conflict, making it the largest host of Sudanese displaced people anywhere, and many of them bring real skills and work experience that Egypt's labor market has yet to put to use. Produced with Savannah Innovation Labs and drawing on more than 6,300 surveys, this report finds Sudanese now make up 73% of Egypt's registered refugees and identifies five systemic barriers keeping them out of formal employment. It frames Egypt's 2024 Asylum Law as a timely opening to turn this population into a genuine economic asset.
